Maharashtra’s early 2026/27 sugar crush boosts availability and helps cap global prices, while FCA EU refined sugar quotes soften slightly. Trading outlook inside.

Maharashtra’s 2026/27 crushing season is off to a strong start, with more than a hundred mills already running and nearly 0.48 million tonnes of sugar produced, signalling improving domestic availability in India. This easing in one of the key deficit concerns should help cap further upside in world prices near term. The rapid expansion of crushing in Maharashtra, alongside comfortable Indian stocks and policy support, is gradually shifting sentiment away from tightness towards cautious balance. At the same time, refined sugar quotations in Europe show a mixed but slightly softer pattern, with some FCA offers edging lower compared with mid‑October. Farmer agitations over cane prices and localised drought stress in parts of Maharashtra remain upside risks for both output and costs, but for now the early supply response dominates the market narrative.

Prices

European FCA refined sugar indications remain elevated in absolute terms but are losing some upward momentum. The most recent quotes show:

Origin Location Type Delivery term Latest price (EUR/kg) Previous price (EUR/kg) Direction
LT Mirijampole Sugar granulated, ICUMSA 45, 0,2–1,2 mm FCA 0.54 0.56 ▼ marginally softer
GB Norfolk Sugar granulated, ICUMSA 45, 0,212–0,425 mm FCA 0.55 0.54 ▲ modest uptick

Lithuanian FCA offers have eased from 0.56 EUR/kg to 0.54 EUR/kg since 20–28 October, suggesting some relief on nearby availability. UK and some Central European FCA quotes have edged slightly higher or remained stable, reflecting local cost structures and logistics more than global tightness.

Supply & Demand

Maharashtra’s new 2026/27 crushing season has started firmly. By 28–29 October, 106 sugar mills in the state had commenced operations, jointly crushing about 6.49 million tonnes of cane and producing roughly 478,500 tonnes of sugar, with an average recovery near 7.49%. Of these mills, 51 are cooperative and 55 privately operated, highlighting broad‑based participation across ownership types.

Solapur currently leads in the number of mills online, followed by other key producing divisions such as Kolhapur, Pune, Ahilyanagar, Chhatrapati Sambhajinagar, Nanded and Nagpur. While cane‑price disputes and farmer protests have delayed crushing at some factories—particularly in Kolhapur—additional mills are expected to start once procurement and operational issues are resolved. Nationally, industry data indicate that around 87 mills have begun crushing in Maharashtra and roughly 107 mills across India as of late October, with early‑season Indian sugar output already well ahead of last year’s pace.

On the demand side, India enters a seasonally strong consumption phase around the festival period, but this is now being met by a combination of sizeable carry‑in stocks (estimated around 3.6 million tonnes at the end of 2025/26) and the rapid ramp‑up of new‑season production. At the policy level, New Delhi has extended a duty‑free import window for raw sugar and imposed stock limits on dealers and bulk users to curb hoarding and ensure orderly availability, which collectively acts to cap domestic price spikes and dampen global bullish sentiment.

Fundamentals & Weather

Fundamentally, Maharashtra’s strong early crushing suggests that concerns about a deep domestic shortfall in India are easing, even though final 2026/27 output will still depend critically on cane availability, recovery rates and the duration of the crush. The expansion from only a handful of early‑starting mills in mid‑October to more than 100 by the end of the month underscores the system’s capacity to respond quickly once policy clearances and cane procurement are in place.

However, the sector faces several constraints. Cane‑price agitations in Maharashtra and Karnataka, with farmer groups pushing for higher remunerative prices, have already delayed or disrupted crushing at some plants, especially in the Kolhapur division. In parallel, drought conditions in parts of Maharashtra have limited cane growth and raised competition among mills for available cane, pointing to potential upward pressure on cane costs and possibly lower average recoveries later in the season. These factors could trim the upside to production compared with early hopes and keep the global balance from swinging into comfortable surplus too quickly.

From a global perspective, international prices had risen sharply over mid‑2026 on expectations of a sizeable world deficit and weather‑related losses in several origins. The combination of India’s improving near‑term availability, policy‑driven import options and active stock management now argues for a more balanced fundamental picture going into Q4 2026 and early 2027, even if structural risks from climate‑related yield volatility persist.

Short‑Term Outlook & Trading Strategy

  • Flat‑to‑slightly softer nearby tone: With Maharashtra ramping up output and India signalling adequate domestic coverage for the festival season, global prices are likely to trade sideways with a mild downside bias, barring major weather or policy shocks.
  • Buy dips for industrial cover: Food and beverage buyers in Europe and MENA who remain under‑covered for Q4 2026–Q1 2027 may use price dips—supported by slightly lower FCA Lithuania values around 0.54 EUR/kg—to extend coverage rather than chase rallies.
  • Origin diversification: Stable or low‑priced FCA offers from Ukraine (around 0.495 EUR/kg at origin in Vinnytsia Oblast) and Central Europe provide alternatives to traditional Western EU origins, though logistics and risk premia must be carefully evaluated.
  • Monitor Indian policy and protests: Traders should track developments in Maharashtra’s cane‑price negotiations and any adjustment in export or import policy, as renewed disruptions or tighter export controls could quickly re‑ignite bullish sentiment.

3‑Day Regional Price Indications

  • EU (FCA Lithuania, Central Europe, UK): Sideways to slightly softer over the next three days, with Lithuanian FCA offers under mild downward pressure and Central European and UK FCA values broadly steady.
  • Black Sea / Ukraine (FCA): Stable at present levels, with limited short‑term impulse for either strong gains or losses given steady offers and unchanged domestic fundamentals.
  • India (domestic wholesale): Directionally stable to modestly softer as more Maharashtra and UP mills come online, improving physical availability even as festival demand peaks.
