CBOT rough rice futures edge higher while Indian and Vietnamese FOB export prices stay firm. Key drivers: El Niño risks, Thai support scheme, and steady Asian demand.

CBOT rough rice futures are trading at the upper end of their recent range, while Asian export prices from India and Vietnam remain broadly firm, pointing to a cautiously supportive tone in the global rice market. After a sharp rally in recent weeks, rough rice is now consolidating with a mild upward bias on the November 2026 CBOT contract, while key Asian FOB benchmarks have either held or inched higher. Policy moves in Thailand, steady Indian and Vietnamese export demand, and weather-related risks from El Niño are offsetting comfortable global supplies. Basis relationships between futures and FOB markets suggest limited downside in the near term, but upside will depend on how post‑monsoon harvests and export policies evolve into November.

Prices

CBOT rough rice futures extended gains on October 20–21, with November 2026 last quoted around 17.35 USD/cwt, up about 1.25% on the day and testing its 52‑week highs near 17.49. Nearby Jan–Jul 2027 contracts are trading in a tight carry between roughly 17.86 and 18.38 USD/cwt, while September 2027 is discounted near 15.98 USD/cwt, signaling expectations of more comfortable supplies further out.

FOB export prices in Asia remain firm to slightly higher. In India (FOB New Delhi), benchmark parboiled and basmati references show stability in mid‑October: PR11 all steam at 0.32 EUR/kg, Sharbati steam at 0.45 EUR/kg, and 1121 steam at 0.70 EUR/kg, unchanged from October 10 to 17. Premium segments are steady, with white sella 1121 creamy at 0.60 EUR/kg, organic white basmati at 1.57 EUR/kg, and organic white non‑basmati at 1.27 EUR/kg (all FOB New Delhi). In Vietnam (FOB Hanoi), long white 5% is quoted at 0.35 EUR/kg and Jasmine at 0.37 EUR/kg, both modestly higher versus early October, while specialty types such as black rice at 0.88 EUR/kg and paper‑dried rice at 1.68 EUR/kg also show incremental gains. Overall, Asian FOB quotations corroborate the firmer tone seen on CBOT.

Supply & Demand

Global rice supply remains broadly ample, anchored by large crops in India and Southeast Asia, but regional dynamics are shifting. Thailand’s rice exports fell about 19% year‑on‑year in January–September 2026, prompting the Commerce Ministry to launch an export push focused on the Philippines, Japan and South Africa. Thailand’s shipment slowdown partly reflects stronger competition from India and Vietnam and underscores that trade flows, not just production, are driving price formation this season.

Vietnam exported around 6.4 million tonnes in the first nine months of 2026, worth roughly 3.11 billion USD, with the Philippines taking more than 40% of volumes. Exporters there report increasing price pressure as competition among major suppliers intensifies, but Vietnam’s FOB indications in Hanoi suggest that actual offers remain resilient rather than weak. India continues to act as the largest global supplier with consecutive record harvests and strong export earnings, though the continuation of current export volumes into 2027 will depend on domestic price stability and policy choices after the 2026 monsoon harvest.

Fundamentals & Policy

On the policy side, Thailand’s Cabinet approved a rice support and production‑reform package worth about THB 58.9 billion on October 20, aimed at stabilising paddy prices as main‑crop arrivals peak in October–November 2026. Measures include price‑support loans and incentives for production restructuring under a "New Rice Economy" concept, which should cushion farmgate prices and prevent a deep seasonal dip in export offers.

CBOT rough rice futures have recently shown "slight downside to sideways" tendencies amid low volumes, but the latest move higher in November 2026 and the relatively strong nearby structure indicate that speculative selling interest is limited at current levels. With Asian FOBs steady to higher and key exporters pursuing active export and support policies, the futures market is being underpinned by physical demand rather than pure financial flows.

Weather & Crop Outlook

The 2026 southwest monsoon has now fully withdrawn from India, with post‑monsoon conditions prevailing as of mid‑October. The ongoing 2026–2027 El Niño event has already driven significantly below‑average rainfall in September across India and delayed sowing in parts of Southeast Asia, increasing uncertainty for late‑planted and rabi rice, especially in eastern India, the Philippines, Cambodia, Thailand and Vietnam.

In the near term, the bulk of the 2026/27 main‑season crop in Thailand and much of Southeast Asia is already set, so weather risks are focused on yield realisations and potential quality issues rather than planted area. However, any further weather‑related downgrade to Asian production, coming on top of strong import demand from the Philippines and parts of Africa, would quickly tighten exportable surpluses and reinforce the current firm tone in prices.

Trading Outlook (Next 1–2 Weeks)

  • Futures (CBOT Rough Rice): The November 2026 contract is testing recent highs; expect a consolidation band roughly around current levels, with support near the recent floor in the mid‑17 USD/cwt region and limited upside unless fresh bullish news on weather or policy emerges.
  • Asian FOB (India/Vietnam): With FOB offers steady to slightly higher and no immediate sign of aggressive discounting from major exporters, short‑term downside in export prices appears limited. Buyers may consider scaling in on minor dips rather than waiting for a significant correction.
  • Basis & Spreads: The mild carry from Nov 2026 into mid‑2027 contracts and discounted Sep/Nov 2027 futures suggest opportunities for commercial hedgers to lock in forward coverage while maintaining flexibility around policy and weather risks.

3‑Day Directional Outlook

  • CBOT Rough Rice: Bias mildly firmer to sideways as the market digests recent gains and tracks broader grains.
  • India FOB (New Delhi): Stable to slightly firm indications expected across PR11, Sharbati and premium basmati segments.
  • Vietnam FOB (Hanoi): Long white 5% and Jasmine likely to hold recent gains, with offer prices broadly steady.
