India’s Grain-Hungry Ethanol Push Tightens the Global Wheat Balance
India’s grain-based ethanol boom is shifting acreage, tightening maize and wheat balances and adding structural support to global cereal prices.

Physical wheat prices in late August 2026 remain under mild downward pressure but show signs of stabilisation:
- Ukraine FOB Odesa: 12.5% protein at about EUR 0.158/kg and 11.0% at EUR 0.152/kg (26 August), roughly 5–7% below early August levels.
- CBOT-linked US wheat (11.5% protein) around EUR 0.240/kg FOB, slightly above mid-August values, indicating some futures-led support.
- French 11.0% protein wheat FOB Paris at about EUR 0.340/kg, easing from EUR 0.380/kg in early August as ample EU new-crop supplies meet cautious demand.
Feed-grade wheat in Germany (EXW Drentwede) is trading near EUR 0.230/kg, broadly flat over the last week after edging higher through mid-August. This reflects balanced compound-feed demand against comfortable nearby supplies.
Supply & Demand
India’s ethanol policy is reshaping cereal demand in South Asia. Grain-based ethanol already supplies 72.4% of India’s ethanol output in 2025–26, climbing from 59.7% in 2022–23 and almost zero in 2017–18. Maize accounts for 45.2% of current ethanol production and rice 27.2%, sharply reducing reliance on sugarcane.
While wheat is not the primary feedstock, this structural pull on maize and rice tightens the broader grain complex. Farmers are incentivised to switch away from pulses, oilseeds and other food crops towards maize, which in several regions competes with wheat for land and inputs. Over time, this can constrain wheat area growth or intensification, particularly where farmers rebalance rotations towards higher-earning ethanol-linked grains.
The government is examining non-mandatory blending up to 30% in the near term and has discussed longer-term options of 85% or even 100% ethanol blends, including use in aviation fuel. Such ambitions imply a continued rise in grain demand that could outpace yield gains, amplifying any weather- or policy-driven supply shocks in wheat and related cereals.
Fundamentals & Water Constraints
The economics of India’s ethanol programme are powerful. Since 2014–15, blending has generated an estimated INR 1.5 trillion in payments to farmers, saved over INR 1.7 trillion in foreign exchange and displaced roughly 28.9 million tonnes of crude oil imports, alongside an estimated 86.9 million tonnes reduction in CO₂ emissions. These benefits create strong political momentum to keep expanding grain-based ethanol.
However, feedstock choice has major implications for water and long-run cereal supply. Producing one litre of ethanol requires around 3,630 litres of water from sugarcane, 4,670 litres from maize and 10,790 litres from rice. As maize and rice gain share within the programme, additional pressure falls on groundwater and irrigation systems, especially in already-stressed regions that also supply wheat.
Industry representatives argue that processing capacity is already sufficient to support blends above 30%. Agricultural and water specialists counter that further expansion should be conditional on local water availability, food-security needs and crop conditions. For wheat, this tension implies that policy may eventually favour less water-intensive rotations or cap the use of particularly thirsty rice, indirectly supporting maize and maintaining a firm floor under cereal prices.
Weather & Regional Context
The key risk channel from India’s ethanol drive into the global wheat market is through South Asian grain balances and import needs in years of poor monsoon performance. In seasons when domestic maize or rice output is hit by drought or erratic rainfall, ethanol demand could intensify competition for available stocks and crowd out exports or even force additional imports of other cereals, including wheat.
Given the high water requirements of maize- and rice-based ethanol, prolonged dry spells would sharpen the trade-off between fuel and food use. In such scenarios, regional buyers may tap Black Sea and EU wheat more aggressively, tightening export availabilities and pushing up international benchmarks even if wheat harvests elsewhere are average.
Trading Outlook
- Short term (next 1–3 weeks): With Ukrainian and EU export prices easing and new-crop supplies ample, international wheat values are likely to remain range-bound to slightly soft, barring sudden weather or geopolitical shocks.
- Medium term (2026–27): India’s growing grain-based ethanol demand is a structural bullish factor for the broader cereal complex. Any regional production shortfall in maize or rice could spill over into tighter wheat balances and higher prices.
- Risk management: Importers may use current price weakness in Black Sea and EU origins to extend coverage modestly, while maintaining flexibility through options to hedge against upside risks tied to India’s policy trajectory and weather volatility.
