According to the Ministry of Agrarian Policy of Ukraine, the veterinary control of Ukrainian agricultural products, which are in transit through the Republic of Poland to the Polish ports of Gdansk, Gdynia, Swinoujscie, Szczecin, or to other countries, has been canceled.
Thus, in case of rail transportation, if the consignment note indicates the consignee located in Polish ports or in other EU member states, the goods will not be subject to veterinary control by Poland.
Additional seal on transit cargo
Sometimes, the goods are in transit through Poland, but they have to be reloaded in Poland from Ukrainian standard wagons to European ones. In this case, the simplified procedure can be applied upon presentation of an agreement (or other document) with a European carrier certifying that this cargo is moving in transit to Polish ports or other countries.
For road transport, a simplified procedure will be valid at all checkpoints on the Ukrainian-Polish border, working for the passage of trucks. At these checkpoints, a representative of the State Customs Service of Ukraine will put an additional seal on the CMR consignment note if such cargo is in transit to Polish ports or other countries. The need for an additional seal is determined by the representative of the State Customs Service of Ukraine in accordance with the list of goods (codes) and the recipient specified in the CMR invoice. Also on the Polish side, trucks with transit goods will be sealed after border and customs control.
