In a significant move to bolster Ukraine and Moldova amidst Russia’s ongoing aggression, Members of the European Parliament (MEPs) have given the green light to extend trade support measures for another year.
MEPs voted overwhelmingly to renew the temporary suspension of import duties and quotas on Ukrainian agricultural exports to the EU. This extension, from June 6, 2024, to June 5, 2025, aims to provide crucial support to Ukraine in the face of Russia’s war of aggression against the country.
The legislation includes provisions for swift action by the Commission to address any disruptions to the EU market caused by Ukrainian imports. Moreover, it outlines safeguard measures to protect EU farmers, particularly for sensitive agricultural products like poultry, eggs, and sugar.
However, these liberalizing measures are contingent upon Ukraine’s adherence to democratic principles, human rights, and efforts to combat corruption and organized crime.
Additionally, MEPs voted to suspend all duties on imports from Moldova for another year. This decision reflects the EU’s commitment to supporting Moldova’s economic stability amidst regional challenges.
MEPs’ Perspective
Sandra Kalniete, rapporteur for the Ukraine file, emphasized the importance of the proposal in providing steadfast support to Ukraine while ensuring safeguards for EU markets. She highlighted the balance achieved between supporting Ukraine’s economy and protecting EU farmers from market disturbances.
Parliament is expected to vote on its first reading position during the upcoming plenary session. Once adopted, the regulation will be formally approved by the Council and enter into force after publication in the EU Official Journal.
The EU-Ukraine Association Agreement has granted Ukrainian businesses preferential access to the EU market since 2016. In response to Russia’s aggression, the EU implemented autonomous trade measures in June 2022, which have been extended annually. Russia’s deliberate targeting of Ukrainian food production underscores the critical importance of these trade support measures.
The extension of trade support measures for Ukraine and Moldova reflects the EU’s commitment to standing in solidarity with its Eastern European neighbors amidst regional challenges. By providing crucial trade support, the EU aims to bolster economic stability and resilience in Ukraine and Moldova.
