On March 3, Minister of Agrarian Policy and Food of Ukraine Mykola Solsky met in Warsaw and Deputy Prime Minister, Minister of Agriculture and Rural Development of Poland Henryk Kowalczyk. As a result of the meeting, the parties reached agreements on simplifying the passage of procedures for the export of Ukrainian grains and oilseeds in transit through Poland to other countries, the press service of the Ministry of Agrarian Policy and Food reports.
“We have achieved mutually beneficial results. It is important that these agreements take into account the interests of both Polish and Ukrainian farmers who transport grain in transit to other countries and to Polish ports. We plan to implement these procedures in the coming days. And next week the transport will go according to the new rules. This will reduce queues at the borders and make trade between our countries more comfortable,” Solsky said.
Official seals on motor vehicles
Thus, in order to improve and streamline the transit of Ukrainian grains and oilseeds through the territory of Poland, from March 8, 2023, official seals (customs seals) will be mandatory imposed on motor vehicles at customs points located at Polish-Ukrainian border crossings.
Railways
In the case of rail transportation, the carrier will be obliged to impose seals on each car. Seals will be controlled by employees of the National Fiscal Administration at the Polish-Ukrainian border crossings.
Transit of goods to other EU member states
In the case of transit of goods to other EU Member States, official seals will be removed at authorized storage points located in these countries. A record of the arrival of the cargo in the declared place for the purpose of removing the seals will be available through the NCTS system.
In case of transit to ports or other EU Member States, subject to the use of official seals, the Polish veterinary inspectorate will not conduct any inspections.
Discrepancies
At the same time, in case of discrepancies between the declared and actual place of unloading of the goods, the Ukrainian party will remove the forwarding agents who allowed such discrepancies from further transport operations.
