The Ministry of Agriculture of the Russian Federation proposes to permanently introduce a duty on the export of soybeans and extend the duty on the export of rapeseed abroad for a year. The corresponding draft resolution of the Cabinet of Ministers, prepared by the ministry, was published on the official website for posting on the preparation of regulatory legal acts.
“The Ministry of Agriculture of Russia has prepared a draft resolution of the Government of the Russian Federation “On Amending the Rates of Export Customs Duties on Goods Exported from the Russian Federation Outside the Customs Territory of the Eurasian Economic Union.” The document provides for the establishment of export customs duty rates for soybeans on a permanent basis and the extension of the current export customs duty rate for rapeseed seeds for one year,” the explanatory note to the document says.
The project was prepared in order to maintain the food security of the domestic market.
Recall that from April 1 to August 31, the Government of the Russian Federation introduced a temporary ban on the export of sunflower seeds and rapeseed in order to meet the needs of processing enterprises and the livestock industry in raw materials.
The export duty for rapeseed is 30%, but not less than 165 euros per ton, for soybeans – 20%, but not less than $100 per ton. They are valid from July 1, 2021.
