Deposit System to Ukrainian Grain by Poland

The transit of Ukrainian grain through Poland could be provided by a deposit system. Deputy Prime Minister, Minister of Agriculture of Poland Henryk Kowalczyk announced that deposits will be returned when the grain is exported from the European Union.

One year after Russia’s invasion of Ukraine, grain transit is crucial. The most important thing is to ensure a proper process.

“It is necessary to ensure organized safe transit so that Ukrainian grain does not interfere with the European market,” said the Minister of Agriculture. In his opinion, for this purpose, it is possible to introduce deposits that are returned when exporting grain from the European Union.

He also added that the European Union does not help Poland “to resolve this issue.” A real help would be the provision of handling equipment, containers, wagons and trains.

“The fact is that grain should be reloaded at our border, where wide railways end, and from there go directly to Spain or ports, from where it will go to countries, such as Africa, which expect this import. So far, there is no such possibility, and the actions of the union are limited to declarations. I will repeat our demands on this issue at a meeting of EU ministers at the end of January,” explained Henryk Kowalczyk.

According to the Minister of Agriculture of Poland Henryk Kowalczyk, in other countries, such as Slovakia, Hungary, Romania and Bulgaria, there is also a similar problem with excessive imports of grain from Ukraine and falling grain prices. And they are on the MATIF exchange now low.

The Minister also said that in mid-January he was starting negotiations with the EU agriculture ministers to develop new solutions in the field of agricultural and food exports from Ukraine.
