The Ministry of Agriculture Proposed to Extend a Ban on Exports of Rapeseed and the Duty on Impact Soybeans

In Russia, they can extend the ban on the export of rapeseed abroad, introduced in April, until February 28, 2023. Such a proposal was submitted by the Ministry of Agriculture of the Russian Federation according to a draft of the relevant government decree on the website of draft legal acts.

At the same time, the Ministry proposes not to extend the ban on transportation of oilseeds through the Zabaikalsk checkpoint, which, according to the Ministry of Agriculture, will allow local farmers to maintain the profitability of production, find markets for raw materials and avoid excess stocks of the rapeseed market in the region and reduce crop production.

“Given the lack of processing capacity for rapeseed in the Far East Federal District, the geographical peculiarities of this region and the existing logistical difficulties, it is proposed to impose a temporary ban on the export of rapeseed from the Russian Federation, except the checkpoint Zabaikalsk across the state border of the Russian Federation”, the document says.

The Ministry of Agriculture also proposed to extend the duty on the export of soybeans to foreign markets for another two years – until August 31, 2024. As explained in the Ministry, the extension of the duty is justified by the fact that now the demand of the domestic market for soybean meal can not be fully served by domestic agricultural producers.

“Promoting the processing of soybeans is necessary to provide the livestock industry with protein-rich feed,” the document states.

According to Mikhail Maltsev, executive director of the Oil and Fat Union, the export duty on soybeans is very effective.
